DVD 2 Mpeg 2

I have a dvd I want to convert to Mpeg 2 so I can fix the audio.
How do I go about doing this.

you can use Tmpgenc dvd author to load the dvd (from your hard drive) and save the output to an mpeg file

Clarify on what you mean by "fix".

It was a dvd made from a VHS master.
The audio has a mild ring tone and some static.
I'm wanting to take out the ring tone and the static.
