Is there a difference between the AC3 on DVD and on DIVX?

When ripping the AC3 audio track from a DVD to a divx, is it just a rip with no additional processing, or is there some kind of conversion? What kind of conversion?

Suppose it depends on the software. Can't really think of a situation where AC3 would be re-encoded to AC3 though. So yes, it is the same audio.

Another question: when you install a DVD playback software, it comes with a DVD video decoder, and a DVD audio decoder.
If the AC3 of DVD's is the same as the AC3 of divx-like videos (*.avis, etc), can the DVD Audio decoder decode this AC3 track inside the divx videos, instead of the AC3 Filter (http://ac3filter.sourceforge.net/) ?

yes, but you may have to disable/enable or adjust merit to get your desired filter. if using MPC for playback, you can simply disable the internal ac3 filter and add the desired one through options-->external filters

Not exactly that simple. Unless the decoder supports it directly (as AC3 Filter does) you would need an AC3/AVI parser filter, otherwise the decoder can't connect to the avi splitter. MPC has a built in parser though.
