Need help converting DivX to mpeg/VCD

alright, I tried following a few guides posted on this site, to convert my .avi files into mpeg. I successfully decompressed the audio portion of the file, however when I try to convert the file (using TMPGEnc beta 12) the output file is very "jerky". It will play for a few seconds then stop for a few seconds. Both the audio and the video do this.

My source has 23.976 framerate. Does anyone have any suggestions?
