There's a free download that does nothing else but convert .ts files to a VIDEO_TS folder.

    HDTV2DVD

if you want to play it on a dvd player then you will have to create DVD (vob) or possibly avi files and of course any conversion will decrease quality

otherwise use a blu-ray player and you should not need to fool around with any conversion

I would give the utility I posted a try just because it's designed for that specific purpose. If you downsize with AVStoDVD then I would look in the help to pick the correct filter for resizing to DVD format. Otherwise you can get some nasty jaggies in scenes with lateral motion. It's nearly unwatchable. Of course it's fine if you pick the correct resizer.

That's why I suggested that HDTV2DVD tool because it's pretty much load the .ts file and go. It's all hard-wired to downsize to standard DVD. The output folder is ready to burn.
