I haven't used 3.11 for a long time now, but I had very nice results using 5.02 for Anime even at low bitrates. Just try what does the best job for you.

How many anime eps do you think should be put on one 700mb disc, 8 or 10? 8 being high quality 384x288 size, and 10 being slightly less quality and 320x240.

Most anime fansubbers still use 3.11a for their releases, with animeco experimenting on XviD already. I would normally use 3.11 also, though I've yet to give 5.02 a try.

I usually put 4 episodes on one CD, each episode being very high quality (though still nowhere as good as the original DVD). I wouldn't consider any episodes below 100MB high quality at all.

Here is a 5mb sample video I took from an episode I encoded. The stats are 384x288 with divx 5.02 at 498kb a sec, and 64bit audio.
