Hope I am close to being in the right place to ask this.

How do i change the resolution on a mpeg4 movie to a lower resolution so it will play on my daughters cell phone .

You'll need to re-encode that file, so it's not a matter of just changing a few variables in the file and that's that. You'll also need to know what kind of video formats your daughter's cell phone accepts, although it will probably be MPEG-4 SP, so something like Videora iPhone converter will probably work:

Thanks I'll check that out. Handbrake was also suggested and I am not that tech-minded but I'm pretty sure it was doing the encoding thing. Any opinion on that ?
