I downloaded this program called flaskmpeg and I'm using the advanced options for converting from pal dvd to ntsc dvd and there's 2 options, do I go with ntsc dvd film that goes 23.976fps or do I go to ntsc dvd at 29.97fps.

flask is outdated, and iirc doesn't encode to mpeg2 anyway? you'll probably want to see http://forum.digital-digest.com/showthread.php?t=56599
