Hi,

Is there a way to avoid intra prediction in H.264 without using I_PCM macroblocks?

also:
how does intra chroma DC prediction work.
I don't understand the spec where this mode is described. Can any one point me to a doc where this is better explained?

No way.
Even if each slice contains a single MB the default intra prediction (DC mode) with pre-defined predictors is used.
