converting dv to vob results terrible quality

Hello all,
I am using premiere pro 2.o to encode my dv avi into dvd
but the encoded file has terrible quality
It is blured and not clear specially on fast camera motion
however i used default settings 420x480i, interlace, cbr 7000 , lower to encode

You are panning too fast. Also use the highest settings.

You raise the blade,
You make the change,
You rearange me till I'm sane.
