From the beginning to the end

I will now explain very clearly what my problem is, because I mostly get wrong answers because no-one knows what I want to do.
I have a MPEG1 (320x240 @ 16 fps (I think, but I don't know for sure how to see the framerate) with sound) made with a SONY DSC-S75. I have also an AC3 made with Sonic Foundry Soft Encode. Now I want to create a mini-dvd (or whatever) that plays the video without the original sound but with the dolby digital 5.1 sound. With REALVIZ ReTimer 2.0 I can change the framerate, but first I have to know the original framerate (virtualdub says 25 fps, but I'm sure that's wrong)
I have the following software: DVD Wise, DVDit PE 2.5, DVD Maestro 2.9, Scenarist 2.5

And I forgot: SpruceUp, Sonic Foundry Soft Encode and Instant CD/DVD + all the shareware that's available
