One of the largest sources of pirated content, BitTorrent site The Pirate Bay, this week began testing an "encrypted virtual private network'' that purports to offer anonymous downloading for 5 euro a month. The Pirate Bay said it planned to open up the service to people around the world within a month.
Encrypted VPNs can allow users to anonymously browse the web, and bypass filters such as the one intended to be used in Australia. Some ISPs here have already started offering VPN guides and free software in anticipation. This means your ISP won't be able to see what you are downloading (or uploading), as the transfer is encrypted, and so they cannot work with anti-piracy groups to monitor your usage and give you three-strikes or whatnot.
Once again, excessive anti-piracy measures force new extreme piracy techniques that makes it almost impossible to stop large scale piracy. It's like an anti-piracy arms race, and the pirates are winning.
