Major IVTC problem...plz help, not a n00b :)

ive encountered a strange problem...
im trying to IVTC cannibal holocaust..
the source is NTSC 30fps...and i know that very few movies out there that are captured in NTSC...most are captured in Film (progressive) 24fps and then converted.
On a Pure NTSC source 5 out of 5 frames are interlaced...so no inverse telecine can be done...
Well, now to the problem...on a pattern of 5 frames...
There are 2 frames who has the normal Interlace profile, 1 is a Non interlaced frame(good one)...and then there are 2 frames that has some strange artifact like interlace..
so the pattern is 00001....which is fooked up =)
the program im using to IVTC is tmpgenc, just cause im used to it and i fell that i get more control over it...i do the IVTC manually.
so right now im lost....its not a Pure NTSC and it sure dosent seem to be a progressive source...
Any help will be much appreciated.
