downsampling AC3

Is there any way to downsample AC3 to 44100hz for audio insertion into VCDs without compromising the number of channels? If not, is it possible with the SVCD format?

I have attempted to use AC3 machine but when I mux it to video using Nandub and check file information it states it is three channels, which I assume is dolby surround.
