Looking for a good mpeg editor

I'm looking for an mpeg editor that can traverse through a movie and being able to set offsets at particular frames for use in cutting. I also want it to avoid compressing the movie or altering the movie in any way besides cutting it up. Please recommend me a good and free program that does all that.
