TMPGEnc DVD Author 1.6 no VIDEO_TS.IFO

I captured a VHS tape made from a DV tape. Used a Sony combo recorder to create a DVD+RW. No VIDEO_TS.IFO file was created just the VTS_01_0.IFO and VOB files.
DVD Author requires a VIDEO_TS.IFO to read the DVD image. Is there a way to create one?
