Motion Menus?

What's the easiest way to make moving menus, like the Scene Selection where you can see the actual chapters playing?

If I make one in, say, Ulead Video Studio and export it as a VOB, can I add buttons to it in PgcEdit? If so, how do I do it and set it as a menu?

The main stuff is making the subpic highlights for the buttons (the button definitions, including commands, colour schemes etc can be done easily in PgcEdit, as you supposed).
