DVD +-RW GWA4164B won't recognize blank DVD - or + R's

I have a Dell with a DVD +-RW GWA4164B that won't spin up and recognize a DVD +R or a DVD -R Blank disk. I have burned several CD-R and CD-RW media and the drive will read and play DVD movies. I have tried deleting the drive and letting XP reinstall it, but still no change. Is there a setting I need to change? Do I need to get a new writer? Help!
