Help! DVD Playback not responding

I recently installed a DVD ROM drive into my PC Pentinum Clone under WIN98 SE. It's a LITEON LTD163D drive by the way. It plays CDs well enough but will not play DVDs even under WinDVD or PowerDVD.

I thought it might be the decoder but I have no idea what's wrong. What can I do?
