Has somebody tested Quick Time 6 Mpeg-2 playback component for windows?

I would like to test the Quick Time 6 mpeg-2 playback component, expecially to convert mpeg-2 files to mpeg-4 ones. Has somebody already tested it? Is there a way to get it different from the Apple online store? because it seems to be avaiable only to the us public not in Europe!
