Converting a PAL DVD to NTSC

I have tried most of the methods I found by doing a search on the web for
"Converting a PAL DVD to NTSC" and cannot finf one that works to completion without problems. I also want it to copy the subtitle as well.
I just downloaded ac3decgui and tried to run it. I loaded the input.ac3 and output file. But when I click RUN nothing happens.

Please help by giving me the best/easiest method for doin this with preferablly Freeware/Shareware

Have you tried SUPER? It can do framerate conversions.

Ah, now on this note.

I have some UK DVDs of a certain TV show, that was made in NTSC. The reason I have those is for some reason it was ONLY released in the UK, and it was telecined (interlaced PAL, actually... never knew it could be interlaced, since the only PAL stuff I've dealt with before was sped up from 23.976fps and thus not interlaced).

Is there any filter that can convert it back to its original 24fps speed, but eliminates the "motion blur" effect that telecining has? I know they've perfected an inverse telecine from 30fps interlaced to 24fps progressive... so I'm sure one exists somewhere for what I'm trying to do.

I would use SUPER but it essentially uses ffmpeg and I know that doesn't have anything of the sort.
