WMV to somethink better

Not sure if this is the right place to post this....but anyway. I have ripped a wmv file of my aunty getting married from the website it was posted on. Wondering if anyone knows how & what software I need to make this into the best quality I can.

The video picture is quite small and you is abit crappy quality (as it is off of a webcam). Is there a piece of software I can make this near dvd quality?
