help: what hardware to upgrade for DV editing?

I'm the multimedia person at my job and we're starting to get more requests for video. I took classes in Premiere about 5 years ago, so I'm really not up-to-date with video editing. I'm cramming to learn the latest Premiere, but in the meantime, I know I have to make some hardware upgrades. (PS - no support for Macs here, so can't go that route) Here is my current workstation setup in work:

    Pentium 4 CPU 2.80 GHz
    1.00 GB RAM
NVIDIA Quadro FX 1400 video card
multiple SATA HDs (space isn't an issue)
    Dell 24" widescreen monitor
Pinnacle Dazzle capture card w/Studio 10
Premiere Pro 1.5, Audition 1.5, After Effects 6.5, Encore DVD 1.5

My first attempt at rendering a 4 minute video clip in AVI format took about 50 minutes. If you had about a $2.5K budget to play with, what would you upgrade in order of priority? Can't seem to get this $59 video card to work with Premiere (can't import the DivX AVI captures I pulled off some VHS tapes), so I think that would be a start.

    Thanks for the help.
