***UPDATE***
while taking off the back case fan to open up the vents, i stopped to pristinely clean the blades. then i looked at my table top fan and this gizmo. the blades were not pointed in the same direction. then i noticed it had flow and rotation arrows on it. my business associate installed it backwards!

it was drawing in hot air exhaust from the nearby power supply into the computer and getting blown right into the heatsink. all i've done is re-install properly now it blows like a bastard, air OUT the machine like it should have. i think this is the case cracker. he was really embarrassed when i told him too. he's bringing me some free extra fans if i should need them "on the house" too for all my suffering. so things worked out pretty good in the end. i like when i can fix something without spending a bloody dime!
