    Weird mouse scrolling issue

I finally ran into a problem which has stumped me good.
Somewhere along the line today my mouse's scroll wheel, as well as drag and scroll with left click seems to have gotten some type of issue. Examples are when I am on any forum sites, the scroll up and down is very jerky. however, if I type anything on that page, like trying to log on, the scrolling is back to normal., but only for that page and if I go to another thread or page, the jerky scrolling reappears. This also happens when I go into My Computer and try to scroll up and down there as well. >>??
I have tried another mouse with my system with the same issue, so it's not the mouse itself. I have tried to detect any possible problems in Safe Mode, but nothing came up.
Now some more strange occurances.....it won't let me restore to previous restore points. Always comes back with a 'Restore was Incomplete, cannot Restore to specified point' ?? Also, my StandBy option has been disabled...??
Everything else works perfectly, so doubt it's a virus or malware, but rather some weird setting associated with something I did between last night and today. I backtracked and couldn't figure out what that might be??..
Anyways, I rebooted with my clone HDD and everything is perfect again, but I really want to figure out WTF caused that issue on the other HDD.
So I ask all you brilliant minds to help me figure this out...

Well after spending most of this late afternoon and evening trying to figure out what happened, I finally fixed it. It seems that something tried to uninstall my GeForce 8600 video card. Should've checked it earlier in my troubleshooting, but since all graphics were fine and all other mouse functions were working, I failed to simply look in device manager under the display adapter. So uninstalling and letting XP reload all the drivers thru plug and play function, all's back to normal, including having the Stand By power option when shutting down Windows.
I'm finally realizing that it probably wasn't a Windows update problem, but rather an issue with uninstalling a screenshot program. I had installed TNT Screenshot Capture software from GiveAwayOfTheDay yesterday, and it worked fine but I decided that it wasn't anything special so I decided to delete it from my system.....which happened to be earlier this morning. And about several hours is when I noticed that this jerky scrolling issue started....just didn't put two and two together... Should have, but sinply overlooked it...
Anyways, it's fixed and I'll seriously think twice about downloading from GAOTD again....although I have downloaded many great, and safe programs from them prior.
