cannot set background

cannot set background

I'm new at this so please bear with me. My grandson can't set a new background on his computer. In control panel, display, desktop, he can't click on anything except color. If he trys to right click on a pic and set background, the pic flashes for just a sec and then goes back to plain color.
Please help.

There's no Browse button and/or he can't use the slider to go to a new desktop wallpaper?

If so, he probably has restricted rights on the PC.
