Dual Monitors

I just set up my system with 2 monitors,and i have a question.If i open a jpg.file on the primary,and veiw the picture,and then drag the picture over to the second monitor the picture closes and all i have on the second monitor is the jpg. file itself.If i close the jpg.file on the primary monitor and then go to the jpg. file on the second monitor and open it to veiw it ,it opens on the primary only. Is that the way its supposed to work?

It sounds like a setting is not correct, but as far as where to look I have no idea.
