exploring disc produces Burn format dialog

Anyone else using Vista64 or W7 64 bit getting a thing where is you explore a dvd disc from a 32 bit program you get this dialog? On Vista64 if I use 64 bit explorer the disc opens normally. If I try to open the folder from a 32 bit application I get that dialog.

I found the registry hack to disable vista burning via explorer. That was it.
