Converting Wide Screen To Letterboxed

Does anyone know the name of any software that can convert wide screen without the black bards to letterboxed with the black bars? Something odd is happening. I recorded some of my old DV camcorder footage in my DVD recorder in my hard drive first and it plays from the hard drive in letterboxed wide screen and the same when I play it on a DVD disc after dubbing. When I play it in another DVD machine and in my PC the wide screen isn't letterboxed, there's no black bars and because of no black bars, it's stretched the picture from the top and bottom and everything is oval-shaped and everyone is too thin and too tall-looking. Is there any software that I can use to convert all my footage back to the letterboxed wide screen, please?

I haven't done much with IfoEdit but I think there's an option to set flags for the DVD where you can set the Letterboxed flag. That's all I can remember that seems like it may be related.
