All computers only allows to switch "regions" 5 fixed times. Why ? and is it Legal to install Kill region for playing foreign DVDs after the 5 times are up ?

It is legal in Australia, but every country has different laws, and it's probably illegal in the US. With that said, it's one of those things that, as a home users for home use, you'll never get into trouble for.

On PCs, if you need tools to circumvent region protection, search for "region free tools" on Google, and you should find plenty (some are commercial tools though).
