Video Compression on the fly

This may be the wrong room to post this but I am new. My requirement is as follows:

I need to stream live AV over the Internet. But I need to compress it from the source and save it on a Cloud platform and stream HD quality to the end user on low bandwidth, so that it is de compressed on the user machine and played.

Please let me know the complete set up including cloud space and applications.
