MPAA agree deal with US ISPs: $10 per month "Download Tax" to be introduced

Taking a page from the RIAA's play book, the MPAA has signed a deal with major US ISPs to introduce a "download tax", or officially known as the "motion picture intellectual property surcharge". This will introduce a compulsory $10 per month fee on top of your existing Internet connection fees that will go towards paying off income lost due to movie piracy. Part of the fund will be used by ISPs to install new monitoring systems to monitor usage.

But this system does not mean that users now have carte blanche to download movies at will. Users who are found guilty of excessive downloads, through the aforementioned monitoring system, will receive 2 warnings before the "third strike" system automatically suspends their account.

Several ISPs against the idea have not signed up and will continue to provide un-monitored and surchage free Internet connections, although sources say that the USISPA (United States Internet Service Provider Association) might act and get these "rogue" ISPs into line.

So say my ISP doesn't agree to charge that download tax... would I still get the 3 warnings?
Or is it an all-or-nothing deal? I doubt WideOpenWest will change, as their prices are "guaranteed" until 2010 (I think), and if they change it for their existing customers, people won't be happy

The tax has actually been discussed in Sweden. The French system with three warnings, was rejected for some weeks ago here.

Wow. This is a total jack on consumers period. I don't even go online to see or download any music or movies. They're losing $$$? Well my stock broker friend always told me that Wall St. actually helped create and pass most of the laws pertaining to finance and economics because they broke so many. Unhappy people will just do even more unhappy things if this passes through on all providers. Sometimes the best thing is total acceptance.

W/e happened to to the realization that when you're an employer or business that your going to get robbed no matter what?

danny you have heard about the fbi tagging mp3's so they can track them to individual computers?

But whose mp3s are they tagging? I know they put "fake" files on common networks and then track those, but if I get a file from someone they really can't do anything about it, can they?

And doesn't it also depend on what your shared folder is? They can really only track you through the network if you're sending stuff to it... at least that's what I heard. If you download a song and get the connection out of the way, can they really do anything about it?
