    They'll always be those that will circumvent any restriction they deem as a personal violation of some sort, especially when it's perceived to obstruct their freedom. The more they try to clamp down on piracy or anything else the more pirates will find ways to get around these laws. Prohibition is a classic example. It failed. It did however produce a million other things. Right or wrong. Good or bad.
