quendaquenda: Go to the forum you want to post in (make sure the forum's topic matches the topic you want to post), and look for the "New Post" or "New Thread" button at the top right hand side.

Note that some forums don't allow new posts, or have restrictions such as this one (off topics forum - you have have 50 posts in other forums before you can post a new message here).
