    Moved to off topic.

There are many ways to set up your own home page. Your ISP might already provide you some space to do this, all you need to do is to make your web page (in HTML), and then upload to this space - check your ISP's help pages for more info. The URL of your home page would be something like username.yourisp.com

You can also use free web page creation services, such as http://pages.google.com/ - they come with easy to use online HTML building tools, so you won't need to learn the language. The URL would be something like username.googlepages.com

Alternatively, you can purchase a web hosting package and a domain name (eg. yourname.com) - the domain name might cost $10 to 20 a year, and the web hosting starting from $20 a year. Of course, you'll still need to make the HTML pages. If your website is really popular (eg. you get more than 10,000 visitors per day), then you'll need to invest in a dedicated server, which could cost anywhere from $50 to $5000 per month.

As for making official sites for famous people, they usually rely on web design firms to do this - pay them tens of thousands of dollars, and they will make a great looking website that is easy to use so that the celebrity (or their agents) can update it themselves. There are probably companies that specialise in making web pages for famous people, I don't really know.
