Adding sound to video (perfectly in sync )

I have a VHS that I'm capturing from, but the picture is distorted when I play it back on my JVC VCR and send it through my captuer card. The sound is great though. When I play it through my cheap VCR and run through the capture card, the picture is good but th sound is terrible. So, what i wanna do is 1st capture the sound from VCR#1 and then capture the picture from VCR#2, and then combine the two into a usable mpeg2 for DVD-R authoring.

What program will work the best for this?

should I capture the sound in wav or mp3. Mp3 for smaller file? Or does wav work better with a certain program?
