picture too small

I have been burning CD's for a couple of years with no (insurmountable) problems. Moving on to DVDs, I'm stuck. I have a new Pioneer A04. I burn my mpeg2 file (converted Divx with Tmpegnc) with Dazzle, and it seems to work OK. But when I try to playback, the image is very small, with Large black borders.
If I try to change the aspect ratio or frame size, Dazzle rejects it.
Tried it on my standalone Toshiba player, and got the same thing.
Machine is 1.2 gig T-bird, Asus A7A-266, 256 DDR. Any ideas??

Under TMPGEnc, make sure that the resolution, BOTH under the "Video" and "Advanced" tabs, is set to 720x480...
