Capturing frames to build menus

I want to capture title and scene selection frames from the movie, so I can build menus. Can anybody tell me how to do this. I read the Maestro guide, but the .bmp or .jpeg files are already built. How do you get the files?
Do I need a video capture card?

USING POWER DVD 4 PLAY YOUR DVD AND WHEN YOU SEE THE SCENE YOU WANT EITHER CLICK ON THE CAMERA OR JUST PRESS C ON YOUR KEYBOARD.LOOK WERE YOUR PICTURE FILES ARE STORED AND YOU WILL FIND YOUR SCREEN CAPTURE....
