"My plan was to use a product like Pinnacle Express, edit and then make DVD format but to write to CD-R rather than DVD-R."
Now you've made desire clear. Unfortunately, although you CAN physically create a DVD layout (.VOBs, .IFOs, etc.) and burn it to a CD-R, a standalone DVD player will not recognize and play it. This appears to be due to the fact that the standalones first determine type of media (DVD disk or CD) inserted. If the media is determined to be other-than-DVD, DVD playing logic is not made available.
Do not be misled by the fact that a CD-R burned in this fashion WILL play delightfully well on your PC!
If your standalone recognizes it (some, but not many, do), you might look into creating what is known as a "MiniDVD". Check this site for more information: http://www.doom9.net
