Ulead's Video Studio 7 allows you to add two tracks. Usually one is for music and the other is for voiceover, but you can put in any audio tracks you want. For your commentary, isn't that already mixed with the normal soundtrack of the film?

The only problem with VS7 is that it won't compress the files, so you can only fit 1 hour and 20 mins onto a DVD. Most movies will require two DVDs. If you don't mind that, this might be a good choice for you.

The other option is to mix the two tracks in an audio program (perhaps the one that came with your soundcard will allow you to do that), but then you've got the problem of synching the picture and sound.
