TMPGenc Plus...when you load the film you have to hit "browse" and select "all files" before it sees the .wmv file, and load the DVD MPEG2 template. The resulting MPEG2 looks as good as the source.

This is the procedure I used except I used 1/2 D1 (352x480) because my source files were low resolution to begin with.
I have struggled with TMPeg and AVI2DVD etc. I tried a package the other day called ProCoder from Canopus. It is very simple and easy to use. I haven't tried WMV but it did Divx to Mpeg2 no problem.
