Edit colour saturation on a VOB file ?

Is there any program (free if poss!) that allows you to adjust or filter the colour saturation & contrast of VOB files before you use em to burn a DVD?

I'm trying to convert an old VHS to DVD and the pictures not brilliant.. but when I create the DVD.. the saturation & contrast have gone through the roof.
Using DVD+RW so I can play with the VOB files.

Using Nero Visionexpress to create menus & chapters.. but it won't adjust the colour etc.

Can this be done?

It's simpler to adjust the system you're viewing the DVD on (television, pc, etc.)
