TV Safe zone

when I author a DVD in Sonic or a few others. there is whats called a TV safe zone. this basicly just shows you where your video line will end. But it allways chops off a good portion of the video. With wide screen it only chops off the ends ofcourse. But my question, is there a program that will black in the sides of the Video with the correct size so that none of the actual video is lost. Maybe at time on encoding to MPEG2?

I think in TMPGENC this can be accomplished through the "Aspect Ration" edit feature.
