    Is it possible to make a video cd with nonstandard framerate?

    If it is not possible,is it because it violates the standard
    or because it just isn't supported by the authoring software?
    If the latter is the case,how can this problem be avoided?

    You can change the attributes of a vcd or create an xsvcd or xvcd (visit vcdhelp.com) but you won't be able to play it in a conventional dvd player.

      Which are you asking about - VCD or DVD????

      You can create a non-compliant VCD (e.g. framerate of 23.976) and, depending upon your standalone player, it may or may not play.

      I don't believe there's a way to successfully create a non-compliant DVD that will play on a standalone player...
