Region locked compaq armadaE500 dvd rom drive

Hi There everybody,
I am new to this forum format and I require some help.
I live in Brisbane Australia and I have a laptop with a region locked dvd / cdrom drive on it and I would dearly like to be able to apply some sort of program to rectify this.
Help me please if anyone can out there.
