8cm DVD-R from handycam to regular DVD-R

Hi,
I have 4 small size (1.4Gb) DVDs from Sony's new handycam, which records directly to DVD-R media
I copyed all .vob files to my hard drive (without any problem, so I think it is not encrypted)
I want to burn 1 DVD-R from all those .vob files (I have Nec 2500A DVD +/- burner)
I dont need menus
Is it possible, If I copy all files to the VIDEO_TS directory and rename files to VTS_01_1.VOB, VTS_02_1.VOB,...?

What I need to do?

I have another question: How I can edit vob video files before burning DVD? (I need to cut some parts, somwhere add another audio)
And it will be better if I convert to PAL (originally my camera is NTSC) to send Europe.
What software you can suggest.
Is it Adobe Premiere good for editing vob files?
