Corrupt data when burning to the brim?

I have a bunch of cheper DVD-R media (SW Technology 1-4x) and I have problems with corrupt data on them. I have tried burning them at 2x but it doesn't help.

I have heard that there are usually problems with data at the outer brim of the disc, especially on cheaper discs. Is this true?

Since I don't want to throw 30 discs away, will it help to burn the discs only 90% full so I don't use the outer regions??? I want to know because sometimes the problems appear after a couple weeks so it's no point verifying directly after burning!
