im using an NEC 8x dvd+-R/RW and using phillips 8x dvd+r disks. For some reason though dvd shrink is writing at only 2.4x speed. what gives?

Are you using a Nero demo?
Have you tried ISO burning with DVD Decrypter at an increased speed?

yes i am using nero demo, secondly im not quite sure what you mean by ISO image folder and increasing the speed.Comment

If your Nero demo has expired it will limit your write speed.
Re' ISO burning... Download yourself the latest version of DVD Decrypter (freeware) from: http://www.dvddecrypter.com/index.php?act=download
and select "ISO Image File and burn with DVD Decrypter" from the select backup target dropdown window after clicking Backup.
