DL burning

i am using dvd decrypter in file mode, then reauthering using shrink to create an iso of the movie only. i am intending to the burn the larger movies on DL media. when dvdd sets the layer break how does it calculate it is it by size or is it by bitrate. also is it possible to set the layer break at a scene change so that you don't get a pause in the middle of a scene
