I have transferred family video tapes to DVD. Is there software that would allow me to burn DVDs in Region 2 and PAL format so I can share these with our famiily in Europe?

I had found that listing as well, but still need to know it I can create Region 2 DVD's which they would need to be able to play them on their DVD players

Once you've addressed the NTSC to PAL conversion, yes, you can from within DVDShrink choose to save as a Region 2 DVD.
Although the suggestion by "jmet" to make such a DVD "Region free" would most probably not foulup the playback ability, there ARE still some standalone DVD players in the world that will not play such a DVD. Therefore, I'd suggest that you err on the side of certainty and use DVDShrink to burn with ONLY Region 2 selected...
