deleting duplicate frames

I have a divx AVI that was encoded at 29.97fps instead of 23.976fps, so now every 5th frame is a duplicate frame. is there a program that can go through and delete the duplicate frames?

Yes there is a virtualdub/avisynth filter for just this problem, it's called decimate.
